Request loan draw/disbursement

Request a draw (disbursement) for an approved loan application. This endpoint
initiates the funding process for construction projects, allowing merchants to
request funds at appropriate project milestones. The system validates loan
status, disbursement limits, and merchant authorization before processing
the draw request through the LMS (Loan Management System).
