Upload project completion certificate

Upload project completion documentation for the final draw of a loan. This endpoint
handles the submission of completion certificates, invoices, and other supporting
documentation required to finalize construction project funding. The system validates
that this is the final draw, processes the uploaded documents through the LMS, and
initiates the final disbursement upon successful validation.
